Field value not getting populated in shipment output spool

Hi

I am facing  problem with output for the shipment.

client has group of user who is taking output from the shipment but for the field "HDR-LLAND"value is not getting populated in the spool.To debugg we made copy of the user in test system and tried to give output.we got the correct output and field got populated.

To check further we made copy of same user in production (example:user id is xyz, copied it as xyz_test) and tested the output.Here again we got the field populated.

i compared the roles and parameter for the user and test user in production and all is same.

I am not able to understand behaviour of system.Please help
